1.a Alain summarized the issue of ISS vs the C.E.R.N. strategy group.

1.b we discussed the physics WG meeting in London and the aim of the
detector group
participation. The best understanding of the GLOBES input files should
be reached and the best
way to describe the detector performance should be given by the
experimenters.

1.c ISS meeting in Japan
question raised at the meeting: what will be available for remote
participation for the meeting
in Japan and London.

all agreed with the charges. The 2-3 pages reports should be prepared
before the KEK meeting to
be edited at the meeting.

2. Working group status and questions
in general the groups had had no time to assemble yet. The present
conveners will see to it that
someone from the working groups attend the thursday 17 november meeting
in London.

discussed at next council/conveners phone meeting on 10 November.

2.a Water Cherenkov
the water Chrenkov community is already making progress on its own, and
JE pointed out that
there will be a meeting of the frejus working group in Orsay on 31 january.

2.c Liquid argon: Andreas Badertscher will discuss with Scott Menary to
initiate a meeting of the Larg steering group

3.a it is agreed that the work should take place during the working
group meetings organize by the WG conveners. There will
be regular pone conferences of the same body (council + conveners), to
monitor progress. The next  next one is thursday 10
november at 13:15 GMT with main object is to see where we stand on the
working group formation.
